In the Northside Industrial Park area of Watson, there will be a section in the east with several empty warehouses that you can enter. One of these warehouses will have a mysterious car sitting there, unattended, and Johnny will appear and quickly point out the quality of the vehicle, triggering the quest.
If you play the Epistrophy: Northside quest, the car chase will take you to several points in this area, including this warehouse.

To take possession of this vehicle, you must use your scanner to look around the area near the car, and you should quickly find a storage container with several items, hidden under a pile of trash bags. One of those items will be the car keys, and once you get them, the Quadra Type-66 ‘Hoon’ will be permanently yours to drive.
This car and the quest to unlock it are a tribute to Ken Block a real-life driver and YouTube star who sadly passed away in 2023. The nickname ‘Hoon’ refers to the Hoonigan Racing Division, a motor racing team created by Ken Block and his famous Ford Mustang ‘Hoonicorn’.
